get a decongestant, like advil cold and sinus, tylenol cold and sinus, or any liquid that says decongestant on the front of the box.
If you have water in your ear combine rubbing alcohol and vinegar in a 1:1 ratio. Drop a few drops in your ear and then turn your head over and let it run out. It should push the water out as well. If you don't want to make the solution yourself they sell a similar solution in the drug store it is usually called Swim-Ear and costs around $10. Good luck, hope this helps!
Fluid in the ear has to be drained by a medical professional sorry to say, it's not like wax. No, I take that back, try leaning your head over to the side that is congested and tug down at the earlobe to open up the canal and see if that works.

A drop of Rubbing Alcohol will dry up the fluid.
Not an OTC, but try adding drops of rubbing alcohol in your ear. It can kill any bacteria in the fluid and also help it evaporate. I've used an OTC drug called swimmer's ear. It took a couple days to clear up, but still worked nonetheless.

If it isn't wax build-up or an outer ear infection then using drops/alcohol/etc won't help as they don't reach the middle ear unless of course you also have a perforated ear drum in which case they could cause even more pain or infection.What you may have is a swollen eustachian tube. Short term therapy can involve decongestants/antihistamines steroidal or non-steroidal nose sprays. Longer term involves placing tubes in to the eustachain tube.You should see a doctor and have your ear examined and determine where or if there is any infection.
